Advancing Human Rights Through Global Chaplaincy
For nearly two decades, Carlos Arroba Gaibor and Conacce Chaplains have advanced human dignity through education, social service and global humanitarian outreach.
Carlos Arroba Gaibor has dedicated his life to strengthening human dignity through humanitarian service, education and global chaplaincy. Born in Ecuador, he grew up in a large family whose values of discipline, compassion and integrity shaped a vocation that would later impact tens of thousands across the world. His commitment to social causes began in his school years, where he served as president of the student association and advocated for student rights and inclusion for individuals with disabilities.
Arroba later studied law, gaining a strong understanding of Ecuador’s legal framework. His leadership path expanded when he became a pastor in the Evangelical Christian Church. In 2007, he completed federal chaplaincy training, enabling him to serve in jails, hospitals and marginalized communities, providing both practical assistance and emotional support.
In 2017, this humanitarian mission culminated in the founding of Conacce, the National Corporation of Christian Chaplains of Ecuador. Under Arroba’s leadership, Conacce has grown into an international network guided by the principle: “Where there is need, there is a chaplain.”
Conacce integrated the United for Human Rights (UHR) educational materials into its activities. Since first receiving the resources, Arroba has ensured their use in schools, community centers and chaplaincy training programs. Certified chaplains now guide students through UHR’s online courses.
Arroba’s international outreach accelerated in 2018 when he embarked on a journey to Equatorial Guinea. After establishing Conacce in the country, Arroba expanded the organization across Africa, Latin America, Europe, the United Arab Emirates and the Philippines. Today, the organization operates 40 chapters worldwide.
Reflecting on the mission that drives him, Arroba often shares a guiding belief: “Human rights begin with education. When a child understands their rights, they understand their worth—and that can change the destiny of an entire community.”
Through prison rehabilitation efforts, community development projects, educational alliances and interfaith chaplaincy, Arroba continues to demonstrate that human rights education—combined with compassionate service—can transform lives. His work stands as a testament to the power of grass-roots leadership to advance human rights across cultures, borders and generations.
